You don't have to be IN THE GAME to learn skills so I think we should be able to do that. There is also a greasemonkey plugin that does that right now. No one from staff has said anything official about this matter as of yet. I'd like some sort of an official response on this as well please. :)

Yeah, I think there's probably 20+ projects in the works right now on skill queues, including my own. If I had to guess the intention of the rule, they're not keen on people using bots to game the system. But putting out an API for third party use that includes the ability to push and pull skills seems to indicate that the use is acceptable.
Of course, clarification would help, but it seems like they would have removed those methods from the public API if the use wasn't allowed.

Last public statement I saw from a dev on the matter said that they weren't excited about it, but that it was permissible -- if they saw a problem with any of the automated actions involving the API, they'd disable the ability. The "no bots" rule is for things done inside the game (gathering, traveling, etc.). There's also an automated auction purchasing script out there and it's been explicitly accepted as well in the same post.
