  • umm...well really you have to go through alot to ride the subway or buy a house
    so if you wanna its very hard
    a card-carrying qualification to do that(but after you have to get your Papers:P)

  • It's really not that difficult.

    1. You need to reach level 4.
    2. You need to go to one of the Bureaucratic Halls. There are a number of them scattered through Ur, the easiest one to find is in Gregarious Grange.
    3. You need to approach a bureaucrat and inquire about getting your card carrying qualification.
    3a. Do what they say regarding going to the waiting area and 'just waiting.'
    4. Leave the Hall and activate the qualification.
    5. Now learn the Bureaucratic Arts 1 skill.
    6. Enter again and approach the bureaucrats about getting your Papers.
    7. Leave the Hall again and activate your papers.

    Now you can buy a house and ride the subways. You are a full citizen of Ur.

  • I actually love that you have to literally wait to get anything from the bureaucrats. Just stand there and wait. I also love that one guy in the cubicle playing Farmville or something similar.
