I'm not exactly sure where the line should be, but I think it needs pushed back a bit.
It seems to me, players get the Kindly Act of Randomness quest somewhere around Level 8-10... which essentially sets up a blind-leading-the-blind situation. The giver usually still has a fair few questions at that point, and if the purpose is to get players to interact 'I dunno' isn't much of a conversation bridge.
Also, the giver is still fairly resource limited themselves. This means new players are receiving gifts of a single cherry or bean - both out of a spirit of not wanting to clutter a new player's inventory and out of a lack of resources to give.
By sliding the Kindly Act of Randomness out a bit, you have a couple extra benefits. If you don't receive the quest until say Level 15, players are looking to get rid of their generic bags around then... if you don't receive the quest until say level 20, it could possibly fill some of the boredom from 'learning lag' as the skill times get longer.
