Skills don't provide tele tokens. The only way I know of that you can receive tele tokens is via a monthly allowance provided to paying subscribers, or when the staff gives them to all users following a bug (which has not happened in a while).
I believe tokens are only a prerequisite for creating imbued teleportation scripts. If you have the right skill, you should be able to make a script even if you don't have any tokens (but you'll have to use energy to spend the script).
You need Teleportation IV and Penpersonship to write your own scripts. Other sources: find a buddy with those skills to write you one, buy on auction, or contribute to a street project. (The last won't be immediate, but once the new street opens, you should get an imbued script to take you there, even if you could only contribute a little to one phase.)
Indeed, I have created, been given, used, and given away both types. It's very cheap and easy to make a script which is not imbued (one sheet of paper and a couple clicks), so I happily give away plenty of them. The only "catch" is that you can only make a script for the location you are currently in.
Teleportation tokens can also be purchased with credits. 2 credits for one token.
What am I not getting about unimbued scripts? They still cost energy to use so how are they any better than map teleport? Are they only good for people who don't have the map teleport skill? Or do I not understand how they work?
