If that makes any sense at all! Or at least make it so that quests don't make you UN-do what you've already done. Case in point - I bought a house with three patches and promptly planted two trees in it because I wanted them. This was before I'd earned the proper skill to season beans and before I triggered the quest to ... guess what ... plant two trees in my very own house. Now, if I want to complete the quest, I'm going to have to kill one of my trees! And I don't want to have to do that.
I get that quests make you practice skills and so on, but everyone does things in different order. And you're going to get lots of people jumping ahead, even just by accident, or by seeing what higher level peeps are doing. Either don't trigger a quest that you've already done, or let doing it earn you the credit without the quest having to be up on the board - like badges or trophies.
