Contacts should be fully permission

Has there ever been a good reason given why people can add you as a contact without needing your permission? I mean, there are lot of people who just add every person they can as a contact. In most social media, we call them friend whores. They just want to pad it. I personally don't like being included in their glitchen version of friend lists. I'm intentionally only adding people I know, not random glitches. This is on of the features I *hate, loathe, and despise* on G+, that you have no control over who adds you.

Sure, you can say "not now" when the request comes through, but all that does is keep you from adding them as a contact, you are still on their list. I'm not sure if blocking someone removes you from their contacts, but if that is the only way then that is a bit drastic. The permissions should really allow us to remove ourselves from other people's contacts.
