I don't think it's tragic that you have to store allspice in general inventory. I sort of feel like my allspice goes in general inventory and my specialty spices go in the spice rack.
Which would be fine, except allspice by default goes into the spice rack. If 17 things all want to go there, there should be 17 spots. If there are 16 spots, there should only be 16 things that can go there.
Hmm. When I bought my spice rack I already had allspice in my pack and never moved it into my rack - I just always carry allspice with me for milling and haven't gotten out of the habit since buying the rack. I put the allspice in my first bag and the rack is in one of my last slots. I didn't notice that the allspice was defaulting into the spice rack - maybe because the allspice was there first?
From an aesthetic perspective, I would find it weird to have a spice rack with 17 slots. In "real life" you get spice racks of 2-4 shelves (usually 12-16 spaces) and they don't always hold everything you need. You often have a random jar of something off to the side. So, I don't take issue with 16.
For me, allspice always tries to go to the spice rack, even if I already have another stack somewhere else. I don't care which way it goes, I just want a bijection between number of spices that can go in the spice rack and number of spaces in the rack!
Originally I tried making up 200 of every spice to go in my spice rack- and I, too, found out that allspice would be left in the cold. Then I realized it was much more useful to just carry around 16 slots of allspice so I could make whatever and however much spice I needed for my recipes (actually I needed 2 spice racks, but only carried around one).
