Hi all! I thought I'd share some of my number-crunching with miners, alchemists, and anyone else who might be interested. Since beryl, dullite, and sparkly always yield the same amount of red, green, blue, and sparkly elements, and the makeup of the compounds is known, it's possible to calculate the most efficient use of rocks for powders. In this list, you'll find my recommendations for the most efficient use of rocks/elements, which means keeping leftover elements of any one kind at a minimum. Extremely Hallowed Shrine Powder: 172 sparkly, 92 dullite
Fairly Hallowed Shrine Powder: 80 sparkly
No-no Powder (makes 10): 62 sparkly, 68 beryl
Fertilidust Lite: 14 sparkly, 12 dullite
Fertilidust: 40 sparkly, 23 dullite
Mild Fecundity: 93 sparkly, 31 dullite
Startling Fecundity: 58 sparkly, 90 beryl
Sneezing Powder: 43 sparkly, 3 dullite
Sparkle Powder: 83 sparkly, 24 dullite
*The document linked describes the compounds needed & their elemental makeup, total elements needed by R/G/B/S, and elements leftover from making a single powder from the rocks suggested. I've also included the composition of the powders by percentage, so if you have a ton of elements you don't know what to do with, you can make powders similar to the distribution in your pouch.
