Many love finding keys to hidden streets and the wonder that lies within.
Most love the races....
So.. why not build a street, Tii-land, where players can make and pick-up races?
In one of the Disney parks, at CyberSpace Mountain, there is this terminal where you can select different styles of a rollercoaster (background, turns, heights, loops, corkscrews, etc), assemble them and print the program. The program is entered into a physical flight simulator, which you then enter and 'run' the rollercoaster you just built. Those imagineers! This idea stems from that concept.
Tii-land:
A street locked behind a door that requires a key to enter.
Has two vendors, the race quest vendor and the race tools vendor.
Looks like a ridiculous parody of an amusement park, with a shrine to Tii.
Race Tools vendor:
Sells the building blocks for a race - you get to name the race and buy the parts from the vendor and assemble a race program.
To use the parts, you need the racemaking skill/s.
You can test the race to see if it works alright and change the bits around as you like until you finalize it.
Race Quest vendor:
You can buy and sell player-created races (does not require a skill to buy)
You can take the races you buy out into the rest of the world to find someone to run it with you. If you lose, you can still run it again, just like with current races.
So, you can assemble bits and pieces of a race and package it, allowing other players to buy that race and run it.
Obviously, an automated way to assemble a street on the fly based on player input would have to be created, so this may lie outside the realm of possibility and probability, but dream big!
Alternate:
Just make Tii-land and be able to go there to run developer created races. Lots of wacky doors that lead to various races (although, yea, I do like getting them as quests, I just like to lose and run them a lot!)
Also: Relay races! This race needs 5 other people to agree to run it, 2 teams of 3 total, and the first two runners hand-off to the next set, who hand off to the 3rd set. The ones not running for the moment get a birds-eye view display of the current runners - when their turn is up, play switches to race view. The 'hand-off' is just the ability to enter race mode and be able to move in that race leg.
