Player Organizations & Real Estate

I came up with this idea in an unrelated thread not in the Ideas section, so I thought I'd repost here. These ideas are linked even if they seem unrelated.  

In a thread about issues with the economy, it was brought up that there are not a lot of activities that regularly drain resources from the economy.  Street Projects certainly do, but they are not a regular occurrence.  Also, it was noted that there are not a lot of in-game, long-term goals that require players to associate with a regular group of other characters.  

There are many possible activities that could help with both of these needs, but I would really love to see a player-created, player-driven real estate market.  "Quarter" projects could require a Player Organization to start, have to be built entirely by members of that organization, and then could be sold on the market.  These would need to be very long term projects that require a high level of cooperation and coordination; otherwise, too many player groups would be building houses and the market would be flooded.  These could be a tier above the 50k houses, and they would be particularly in demand if Player Orgs could customize them such that not every house on the block has the exact same resource potential.  

I propose this as "endgame" style content for the particularly committed crowd, however, even if that means it is content I myself might never create.
